House Passes Human Cloning Ban
With the backing of President Bush and the opposition of research groups, the House on Tuesday approved a bill that would make human cloning -- both for reproduction and research -- illegal, with violators subject to fines of up to $1 million or 10 years in prison.
The 265-162 vote for the bill came following the defeat of an amendment offered by Rep. Jim Greenwood (R-PA) that would ban reproductive cloning but not the cloning of embryos intended for research. Greenwood's amendment failed on a vote of 178-249.
Backers of the broader bill -- including the Bush administration -- said it is imperative that Congress act quickly to ban both the use of cloning to attempt to produce a baby and the use of cloning in the creation of embryos for research.
"It's not a matter of if, it's a matter of when," said Rep. Chris Smith (R-NJ), of plans already announced by researchers to attempt to clone embryos in order to remove stem cells.
They also said that it is immoral to create embryos in order to kill them. "It's one thing to talk about stem cell research using embryos left over from in vitro fertilization that are going to be discarded anyway," said Rep. Dave Weldon (R-FL), the bill's sponsor. "It's a whole separate issue to say we are going to sanction an industry to create embryos for research.
But backers of the substitute amendment said the bill goes too far. "Without therapeutic cloning there's no way to move stem cell research from the lab to the doctor's office," said Anna Eshoo (D-CA). "It's unconscionable for us not to continue to be the merchants of hope."
Said Greenwood, "What Weldon's doing goes completely contrary to the health of the world."
But the Bush administration is firmly behind Weldon's approach. While the official "statement of administration policy" says the bill still has "some technical issues that warrant further review, the administration strongly supports the bill's overall intent and would welcome its passage by the House."
